1. Facility Survey under District Level Household Survey-4 (DLHS-4) in Odisha for all 30 districts.


The study was carried out to capture the present status of various equipments, manpower & other health infrastructure needed for health services delivery as per the IPH Standards for Primary & secondary level Health Care Institutions in all the districts of Odisha. The data collection tools were designed by the client & even the protocol to collect data was drafted by the client. The schedules were designed by International Institute for Population Sciences but data collection was done by IIDM. The role of IIDM was recruiting investigators, train them & supervise the data collection & data processing & report writing.

2. Evaluation of Intellectual Property Rights (IPR) Capacity Building by Pharmexcil


The working group on Drugs and Pharmaceuticals for the 11th Five Year Plan (2007-2012) had recommended Rs 5 Crore for the scheme – titled “Creation of IPR Facilitation Centre”. However, Rs 3.56 crores were allocated. The main objectives of the scheme were:


  • To equip the Pharma Industries to effectively use IP (Intellectual Property) as part of their business strategy.
  • To interface with the Government of India to develop strategies, policies and programs to meet the intellectual property needs of Pharma Industries.
  • To provide value added IP-related services to Pharma Industries.
  • To provide comprehensive web-based information and basic advice on IP issues to Pharma Industries support organizations worldwide.
  • To strengthen the interaction between Pharma Industry, support institutions and associations and IP offices, and other relevant government organization with a view to better identifying the needs of Pharma Industry and facilitating the implementation of customized targeted activities addressing the specific IP needs of each sector, group or cluster.

The MoCF decided to get the evaluation of the scheme with the objectives given below. The study aimed

  • To develop benchmarks for evaluating progress & performance of the scheme.
  • To assess the extent to which the scheme has fulfilled its objectives.
  • To assess the success rate of implementation with the objective for the further extension of scheme during 12th Five Year Plan.
  • To suggest the way of phasing of expenditure in the 12th five year plan.

3. Evaluation of Nutritional Status of Below five year children and performance of ABM project in the districts of Madhya Pradesh Phase-II.


The data collection process lasted for over two months. The survey covered the entire state of Madhya Pradesh in approximately 605 Primary Sampling Units (PSUs) drawn randomly from the entire state-frame (each PSU = 250 households). Nearly all the Anganwadi Centres within these PSUs (660 approx.), about 150 IFA stock-points (PHC/CHCs), and nearly 150 government girls’ schools were also surveyed using a facility assessment tool.

4.The Concurrent Evaluation of National Rural Health Mission (NRHM) Program in North East States, Sikkim & West Bengal

The IIDM has been retained by Ministry of Health & Family Welfare, GoI for Concurrent Evaluation of National Rural Health Mission as Zonal Agency for West Bengal, Sikkim & North East States (9 states). For each state there were different field agencies for data collection. These field agencies were very large research organizations of National & International repute. They were:

The concurrent evaluation of NRHM, a large study, was initiated by MoHFW under the overall direction of International Institute of Population Sciences, Mumbai, as the National Agency. IIDM was the zonal agency to support Monitoring and Evaluation of the research work of 9 field agencies. Our role was to facilitate the data collection work as well as undertake training of the master trainers of data collection teams. We also facilitated the development of research tools. The data analysis & report writing were also facilitated by us.

In this assignment has carried out third party audit for 10% of the household data & 25% of the facility survey.

5. Assessment of consumption of Vit E & D & other eating habits for implementing Food Fortification in MP


PHFI along with GAIN were to carry Food Fortification interventions for Vitamin deficiency in MP. Therefore they wished to ascertain the current level of nutrition & consumption pattern for Vitamin A & D amongst under 5 children & women in reproductive age in MP. Therefore a baseline study was proposed. For this they have sampled 3 districts among the project districts for data collection. IIDM being a premier research Institution in Health & Nutrition sector in MP carried out baseline study.

The study aimed - 1. To study the consumption of fortifiable food products (oil, wheat flour, salt, milk) amongst the study subjects in the state of Madhya Pradesh and to quantify the consumption of to-be-fortified or fortifiable foods.
2. Determine vulnerability to micronutrient deficiencies.
3. To understand the food diversity of the study subjects in the state of Madhya Pradesh.
4. Determine the vitamin A and D status of the study subjects living in households in urban settings that have access to fortified soybean oil.

6. Evaluation of NCF Scheme


The major objectives of the study were to:
I. To analyse & evaluate NCF in terms of the achievement of its each objects.
II. To study the role of the fund in development of the children in the current context & in tune with other similar schemes of the Ministry of Women & Child Development. Govt of India.
III. To assess the utilization of the fund vis-à-vis the scheme objectives & project objectives for which they were funded.
IV. To study & propose better investment policy for investing money under NCF.
V. To evaluate Organization Structure & Salary Structure etc. and
VI. To identify innovative ways to attract money (donations etc.) to expand the corpus of the NCF.
IIDM carried out research design, developed research tools & collected data from 65 NGOs covering 12 states of entire country representing 6 zones. The report was prepared by IIDM & made recommendations for modified strategy of funds collection & disbursing to needy organizations. This was an Impact assessment study.

7. Study the Status of Health Policy & Health Administration in India (JICA Study)


The study aimed at ascertaining the status of health systems in 4 states of the country namely Rajasthan, MP, TN & Mizoram. on the following key technical areas:

1. Policy programme and coordination (health, nutrition, water and sanitation)
2. Health systems and infrastructure
3. Universal Health Coverage and health financing
4. Institutional and Health Human Resources
5. Community involvement
6. Donor current and future direction
7. Private sector in health care.
IIDM took up this study in MP & Rajasthan. The data were obtained from 4 main departments associated with these issues. a. Health & FW b. ICDS/ WCD c. PHED for safee water & 4. Rural Development for Sanitation Issues. IIDM was involved for data collection, its interpretation & report writing

8. Barrier Analysis for Complementary Feeding


The study aimed at;
1. Ascertaining the barriers & enablers for ideal complementary feeding practices in the state of MP.
2. Identifying the most preferred channels/ nodes of communication in the particular context of influencing behaviours and social norms related to complementary feeding.
3. Providing directions for design & development of Communication strategies for improved complementary feeding practices in MP.

The study was based on observation, indepth interviews, case studies & FGDs. It was very difficult to identify the doers & non-doers to ascertain barriers& the enablers. Therefore rapport building in the sampled clusters was the challenging job. After that our team conducted behaviour survey of 50-60 persons, evaluated their responses & categorised them in three categories as high medium & low adoters. THe high scorers were treated as doers &thew lowest ones as non doers. The indepth interviews of doers & nonb Doers were conducted. Service providers (FLWs) were also interviewed.

10. Community Need Assessment Study & Behavioural Change Communication (BCC) Interventions Empowering RCVs by Creating Awareness for Prevention of HIV / AIDS / STD in the Urban Slums of Bhopal Town (UBSP)


This project was sponsored by MP Aids Control Society with the funding support of World Bank & NACO. The KAP study of the slum dwellers of Bhopal town was carried out & the communication gaps were assessed for designing the behaviour change intervention strategy. The interventions were designed for developing peer counsellors, message design & involvement of local folk artists in BCC. It aimed at imparting knowledge among the resident community volunteers (RCV) to convince their neighbours as their peer counsellors, about safe sex and other preventive measures against HIV/STD & AIDS. This also empowered the local folk artists who performed a number of street plays & captivating performances in order to create awareness on subjects in their vicinity. This project also facilitated the deliverance of message by RCVs and to decide the mode and places of dissemination.

11. Interdepartmental Team Building Interventions for Health Department & DUDA at Bhopal


The National Leprosy Eradication Programme is a vertical health programme. The social stigma is associated with leprosy so the cases were not brought forward for treatment. Therefore the District Urban Development Agency (DUDA) working with the community in the slum areas was involved with the District NLEP staff & team building interventions for problem identification & solving were made..

12. Evaluation Study of Integration of NLEP Functions with General Health Systems


This study was sponsored by DANLEP, a unit of DANIDA and supported by Dept. of Public Health and Family Welfare, GoMP. The Directorate integrated the National Leprosy Eradication Program functions with General Health System in 8 districts. Furthermore, in 6 districts over a year was spent for the amalgamation of this function. This was implemented as a result of Health Systems Research Study carried out at Gunderdehi Block of District Durg. 13. Operational Research Study for Reducing Maternal Mortality by empowering PRIs & community in MP


This project aimed to identify the causes of high maternal mortality with specific reference to 4 Ds, developing community interventions for reducing MMR in the area. The Institute has carried out prospective as well as retrospective methods of data collection on the causes. In case of retrospective data collection we adopted verbal autopsy of the causes from the siblings.

14. Public Private Partnership interventions to reduce maternal mortality & neonatal mortality in MP by Community Mobilization & IEC/ BCC Interventions


This project was sponsored by Indian Council of Medical Research (ICMR), Govt. of India. It was carried out jointly with Centre of Policy Research, New Delhi. The main focus in this project was to motivate private health service providers to join hands with government health institutions for reducing neonatal mortality & maternal mortality by using low cost technology. The awareness creation, capacity building & motivating interventions were the tools to mobilize the community. Here our approach was be using IIDM model of empowerment to mobilize the private, public service providers and the community.

15. End-Line Evaluation Study of RCH Sub District Project at Mizoram:


The Department of Public Health and Family Welfare, Govt. of Mizoram implemented Reproductive Child Health Project for safe motherhood and infant care. To find out impact of this scheme an end-line evaluation was conducted in four districts of Mizoram. The data was collected from head of the households and the currently married mothers having at least one child born during January 2000 to April 2004. 16. Assessing the process of estimating drugs requirement for planning in Primary & Secondary level health care Institutions in MP


The health department purchases medicine for about 36 cores of rupees every year but that is a very small quantity. Government wished to derive a rational for assessing the budget requirement for medicine at each level of health care institutions. The Rajiv Gandhi Mission for Community Health, Department of Public Health and Family Welfare, Govt. of MP has sponsored the study to us to assess the requirement at each level. For which our Institute has conducted evaluation of present status of drugs supply in the institutions. Based on their requirement we suggested the quantity of drugs at each institution. 17. Hospital MIS

18. Impact Evaluation of administration of IFA & Albandazol tablets on school children in MP

22. Process documentation of Radio Programme “Baat Pate Ki” focusing on HIV/AIDS

The MPSACS has assigned the job to Akashawani for creating awareness & behaviour change for the HIV and AIDS through a Radio Programme. The UNICEF had initiated this study and IIDM carried out the process documentation of these interventions. We assessed the impact in terms of change in behaviour & the involvement of community. 23. Establishment of State Training Resource Centre in MP for Capacity Building of TI Organizations on HIV/AIDS Prevention


There were 81 TI organizations in MP where capacity building on TI functions was carried out by us. The STRC had also worked as knowledge bank for HIV/AIDS in MP. We had done Capacity Building Outreach workers, Peer Educators & Programme Managers & TI Directors etc. We also initiated the holistic development of the Model Learning sites as reference for the Other states. We also designed the STRC Website
Thematic training on finance management, Thematic training on MIS tools and STI/TI CMIS, Thematic training on program management was organised by us. Training on Abscess management and waste disposal, Modular training to ORWs of IDU TIs, Modular training to ORWs of core TIs, Modular training on outreach to Migrant TIs exposure Visits, Training on crisis management , were organised under this project. Four Operation Research Studies on MSM, IDUs, FSWsbwere conducted by our STRC.

25. NIN Study


NIN was conducting survey in all the districts of Madhya Pradesh to assess the current nutrition status of lactating mothers and children below 5 years. IIDM was associated to facilitate designing of research tools and train the field investigators & facilitate the data collection work in addition to logistics management. Our research officers were deputed for facilitating data collection, managing logistics, the upkeep of measuring instruments. The research was designed by NIN in association with IIDM. The training for field investigators, rigours monitoring of field work and back check to be covered to make the quality data, collect data on sample basis for quality assurance were the main jobs carried out by NIN & IIDM. The CAB tests were carried out for measuring height/length, weight, Arm Circumference, Hb. & Iodine Salt etc. In this assignment & the measuring instruments were obtained from UNICEF. The analysis & report writing work was done by NIN Hyderabad The volume & spread of data was very wide covering all 50 districts of the state & more than 40 Investigators/Supervisors were involved in data collection exercise for over 6 months. Back checks were also done by IIDM/ NIN.

26. Human Resources Development Interventions for Managerial Skills Development among district Health Officers & BMOs at District Vidisha & District Sehore in MP


This project was sponsored by DANIDA supported MP Basic Health Project-III. In this project we first assessed the training need for capacity building of the district health managers of Vidisha & Sehore. The problem solving & OD Intervention techniques were used in these interventions. The process consultation & problem solving approaches were extensively used in these interventions. The independent evaluation carried out by management expert found the approach highly effective. The managerial capabilities, motivational & problem solving capacities were developed among the health managers as an outcome of these interventions. Here our approach was IIDM model of empowerment.

27. Evaluation of Save the Girl Child to Prevent Foeticide- Perambalur District, Tamil Nadu


The Development of Administrative Reforms, MoP&PG, GOI offers Prime Ministers award each year for innovations in Governance. This intervention was one of them.
The objectives of this initiative were given below:

  • To improve sex ratio in the district.
  • To avoid female foeticide in the district as the urban centres of the district with sonography units had emerged as centres of female foeticide.
  • To avoid multiple sex selective abortion and reduce chances of maternal death.
  • To detect and save the missing girl child.
  • To provide a secured environment for the girl child.

IIDM developed the tools for evaluations. Collected data and analysed interpreted the data as obtained from target beneficiaries and the innovators of this initiative of Governance. The report was prepared and published on DARPG site.

28. End line Evaluation of Udisha Program of GOI under ICDS-III (Training component of World Bank ICDS Project)


This project was sponsored by World Bank Unit of Department of Women & Child Development, MoHRD, GOI. As on March 31, 2005 a total number of about 2.80 lakh Anganwadi Workers, about 9700 Supervisors, 3000 CDPOs/ACDPOs and 4.55 lakh Anganwadi Helpers were imparted ‘Job Training’ under this programme through 560 Anganwadi Training Centres (AWTCs), 50 Middle Level Training Centres and National Institute of Public Cooperation & Child Development (NIPCCD) in the country. The Innovative (other) training, Regular Training (Job/Orientation Training, Refresher Training and Training of trainers), IEC & Workshops were carried out under this programme. The proposed evaluation focused on : Assessment of impact of training on the knowledge and skills of ICDS functionaries with respect to ICDS objectives, Assessment of impact of regular training on quality of service delivery by the AWWs, Assessment of Effect of other (innovative) training with particular reference to needs of under-3 children; joint training with the health functionaries for convergence and participation of mothers/Adolescent Girls groups in health and nutrition activities at AWCs, Assessment of IEC Strategies for improved Community Participation, Assessment of quality of training with reference to training needs and field requirements, Assessment of impact of training in improving monitoring and supervision by the ICDS functionaries. The evaluation tools were designed in consultation with the client organization. The data were collected from 15 states of the country.

29. AWTC & MLTC Evaluation Study


The study was sponsored by National Institute for Public Cooperation & Child Development, Department of Women & Child Development GOI. The main objective of the evaluation study was to undertake a systematic review of performance of the training inputs so as to suggest concrete steps to make the training component more effective & fruitful. Thus the study evaluated the functioning of AWTCs in terms of infrastructure & other facilities available for training of different ICDS functionaries. To streamline the minimum requirements for improving academic inputs in ICDS. The data were collected from 31 states of the country. Opinion Survey ( It involved Quantitative & Qualitative Research). The data were collected from Faculty members of the Institution & also from the trainees in the classes.

The ICDS Department of GOI has developed mother & Child Protection Card to records data related with pregnant women & mothers of 36 months old children. The similar data was already maintained by UIP card under RCH. The TAST wanted to avoid duplication of records. So a comparative study was needed. We assessed the utilization of both cards by users, service providers, their supervisors & their opinion about both cards.

Pollution generated from the fuel used for cooking leaves great effect on the family members. To find out the results of the pollution a study was carried out in 4 villages and two urban blocks of Bhopal and Raisen districts. The data regarding occupation, education, economic, health, Marriage and other social customs, fuel used, agriculture patterns, facilities available at villages, educational and medical institutes were collected from head of the households and a woman of the household in between age of 15-49 years. 41. Documentation of BCC Interventions in 4 key behaviours of health, education, sanitation & youth issues in five star villages & planning of BCC interventions in new villages in 8 blocks of Guna and Shivpuri districts in MP


The UNICEF sponsored the BCC interventions to 8 different NGOs in 8 blocks of Guna & Shivpuri districts.
UNICEF has been carrying out BCC interventions to modify the behaviours of the community for women & child health, youth behaviour towards HIV/AIDS & girls education through 8 different NGOs in these 2 districts. Some of the villages have shown improvement in these key behaviours. These have been graded as Five Star Villages. UNICEF was initiating the modified interventions in next set of villages. It required the baseline data for these key behaviours & assess the impact on the old intervention villages. UNICEF has partnered with NSS Organization & sought our help for research design and data analysis these research studies.
The focus of BCC had been on improving 4 key behaviours of health, education, sanitation & youth issues in these villages& planning of BCC interventions in new villages in 8 blocks of Guna and Shivpuri districts in MP. In the next phase they took another set of villages for BCC.

42. Implementation of WATSAN Project for Nasrullaganj Block.Child's Environment, Water Sanitation Health & Hygiene Improvement

The 3 year project aimed at mobilizing community for health & hygiene, safe water & sanitation practices in 198 villages of 81 Panchayat in Nasrullaganj block of District Sehore was carried out by us. In this project we enhanced the capacity of local service providers like ANM & AWW & also the local influencers like teachers & members of PRIs. 47. Evaluating the level of Skill Adoption for Training on Agriculture subjects (MAPWA Project).


DANIDA under its MAPWA project imparted training on use of low cost technology in forming sector through farm women. This study has been sponsored by DANIDA, MP (Danish Embassy). The DANIDA has supported agricultural skill up-gradation intervention in 9 districts of MP by Dept. of Agriculture Govt. of MP using low cost technology.. In six of the districts the interventions had been initiated for more than a year at the time of evaluation. The Dept. of Agriculture & DANIDA wished to evaluate the level of adoption of technical skills and the gaps in approach. The focus has been on the qualitative research tools for data collection. The role of IIDM was data collection with simultaneously conducting physical verification of units established by the beneficiaries, analysis of data & report preparation.
The study aimed at-


  • To ascertain whether real needy beneficiaries/groups/families were benefited
  • To ascertain whether the scheme has fulfilled the basic objectives for which it was planned ie establishment of self-employing enterprises, development of entrepreneurship

50. Social Return on Investment(SROI) Study for Tejaswini programme in six districts of MP.


Social return on investment (SROI) is a method for measuring values that are not traditionally reflected in financial statements, including social, economic and environmental factors. They can identify how effectively an organization uses its resources to create value for the community.
The study was sponsored by MP State Planning Commission and Mahila Vitta Vikas Nigam (MVVN)for the Tejaswini Madhya Pradesh Rural Women’s Empowerment Project (Tejaswini-MP). The project funded by the International Fund for Agricultural Development (IFAD).
The project was implemented from July 2007 to September 2018. The focus was on social mobilization through formation of SHGs as the basic instrument of economic & social empowerment of women with the belief that SHGs would not only help women access financial services and take advantage of new or improved livelihood opportunities but also empower them to participate & influence decision making at household level as well as community & local self-governance level.
IIDM has been retained by MP State Planning Commission on Behalf of MP Mahila Vitta Vikas Nigam to carry out third party SROI Evaluation. The role of IIDM was final ratio calculation for SROI, for this IIDM conducted stakeholders workshop where social indicators and research tools were finalised as the study was based on participatory evaluation. Data collection and final report was prepared by IIDM.

51. Crop Pest Surveillance and Advisory Project (CROPSAP) for Pest Management on Major Crops in Maharashtra

  • Developing and adopting a scientific approach for pest surveillance and monitoring the pest continuously and putting in place early warning system of pest outbreaks.
  • Building an online pest monitoring system for major pests of soybean and cotton (Tur and Gram crops were also identified for monitoring later)
  • Building an institutional arrangement of visits by trained pest scouts for locating emergence of pest at very early stage, working with the farmers of the area.
  • Creating awareness among the farmers about Integrated Crop Management (ICM) practices specially Integrated Pest Management (IPM) in soybean and cotton crops.

Oxfam India had launched a project ‘Access to Renewable Energy for Strengthening Forest-based Livelihoods in Odisha and Chhattisgarh, India’ Oxfam India, which aimed to explain the conundrum of access to energy and poverty prevalent among the forest dependent communities in the target states. Accordingly, the prime objective of this project was to map the various livelihood options, not limited to subsistence agriculture, pursued by the communities and to understand if access to energy can enhance productivity or can add value to the produce.
The objectives of this initiative were :


  • Establish baseline values and current status of the project goal and outcome indicators.
  • Develop specific, actionable and practical recommendations to guide refining of project objectives and setting of targets, if necessary.

57 Watershed Development for Mille Watershed.


Rajiv Gandhi Watershed Development Mission sponsored this project. In the milli water-shed at Harda there were 8 micro watersheds. It was a large project aimed at water & soil conservation to increase the agricultural productivity. The community was to be mobilized to participate in these interventions. 5% of the budget was spent for creating awareness & community mobilization. The project also aimed to empower the women in these 16 Villages by training them in economic production activities. Ownership involvement & empowerment are the key interventions for the success of the project. Our Institute carried out research design & development of research tools for C N A & designed awareness creation interventions in all the 16 villages of the Mili watershed.

The DANIDA has supported agricultural skill up-gradation intervention in 9 districts of MP by Dept. of Agriculture Govt. of MP using low cost technology.. In six of the districts the interventions had been initiated for more than a year at the time of evaluation. The Dept. of Agriculture & DANIDA wished to evaluate the level of adoption of technical skills and the gaps in approach. The focus has been on the qualitative research tools for data collection. 60. India Program of Research on Human Development in India for MP (NCAER/ UNDP Research)


Planning Commission of India publishes Human Development Report after every ten years. The data regarding occupation, education, economic, health, Marriage and other social customs, agriculture, facilities available at villages, government schemes availed for economic empowerment, educational and medical institutes of 118 blocks of 21 districts of MP were collected from head of the households and women of the household in between age of 15-49 years. 63. Evaluation of Kerosine Distribution Scheme by Community involvement & enhanced transparancy in public distribution system as innovative approach in district governance in Mandla.


The Department Food & Civil Supplies in the District of Mandla was receiving complaints from the community that they are not getting kerosene at the FPS. They do not get the kerosene even as per their assigned quota. The situation analysis was carried out by collector Mandla. .To eradicate the black marketing is a tough job & it involved total re-engineering the process of distribution of kerosene. The collector Mandla adopted very simple community empowerment & transparency model to reduce the black marketing of kerosene in the district. IIDM assessed the impact of the modified system & ascertained to what extent the distribution to the beneficiaries could be improved. What is the level of satisfaction. IIDM also had to assess the feasibility of its replication in other districts in the country.
Of the New scheme which aims at : Modified Distribution Process:

64. Process Documentation of the Ujiari (A Statewide Programme to Ensure Panchayats were Drop Out Free)


The Ujiari Panchayat concept introduced by the Rajasthan Ministry of Education. Through this scheme, around 500 panchayats with no out of school children or child drop outs have been declared Ujiari panchayats in a period of four months. As such, this necessitates the documentation of processes followed to declare a panchayat as Ujiari. Additionally, it also warrants looking at criteria that were set up to determine how panchayats would qualify to become Ujiari and what are the follow-up actions that need to be taken to ensure that the Panchayats maintain their Ujiari status. The role of IIDM is data collection, analysis of data & documentation of the entire proceedings.
The objectives of the study:
As part of the methodology to document the process of Ujiari Panchayat, in-depth questions relating to each objective were asked to fully capture the process for future scalability. Our research tools and methodology aimed to capture data pertaining to, but not limited to, the following questions within each overarching objective of the study:


  • To look at what were the processes followed in a state to ensure 500 panchayats are declared as Ujiari panchayat.
  • To look at the guidelines, structures, that were put in place for Ujiari panchayat.
  • To understand what the impediments were and how they were addressed and recommend strategies for other bottlenecks.
  • To study and document the process of how this initiative has managed to influence political interest.
  • To document the takeaways for scaling up similar initiatives learning from the lessons of the process.
  • To identify ways to expedite the process of Ujiari panchayat ensuring more panchayats can declare Ujiari as well as ensuring Ujiari panchayat looks beyond OoSC and drop out.

69. Evaluation of Public Superintendence & Community Empowerment approach for Effetive Control & Supervision of School Management in Mandla.


It was a public monitoring & public control system adopted for improved governance of school education. The district administration thought it better to involve the community & facilitated their system of monitoring. The system also took advantage of modern communication tools by recording the communication by deploying a dedicated clerk for the job at the district level. There after fixing the responsibility to solve the problem was done. This study aimed at:

The Eraviperoor Gram Panchayat- Success story of Local self Governance initiative of Pathanamthitta district in Kerala achieved Paperless office, started a village knowledge centre, conducted/arranged environment Gram Sabha, Tried Waste Management launched mini water supply scheme, started Arogya Sabha and Jagrath Samities and Rejuvenated Varattar River. The positive changes brought about by the initiative are appreciated and our study also shows that the quality of services has improved.
IIDM developed the tools for evaluations. Collected data and analysed interpreted the data as obtained from target beneficiaries and the innovators of this initiative of Governance. The report was prepared and published on DARPG site.

About 50 trainees had undergone training in two batches. The master trainers imparted training to members of Village Health Committees at block level (313 blocks in the state & so about 20000 trainees received the training). The DANIDA had given the charge to IIDM to evaluate the impact of these training programs. Our staff designed the data collection tools & collected the data from the trained members of the village health Committees and assessed the result.

81. Development of Key Performance Indices for Prison Personnel in India


The prison rules were drafted time & again but the performance appraisal was never given due importance. The need for the same was felt by Bureau of Police Research & Development (BPR&D), GOI. Therefore this job was assigned to IIDM with the objectives such as to identify and define key performance indices, encompassing ‘best practices’, for prison personnel in India at different organizational levels and in different functional areas; to evolve a system of performance appraisal in the prisons of the country which paves the way for continuous feedback ,which in turn, leads to sustained efficiency and professionalism at the functionary level and effectiveness at the organizational level. To design and institutionalize the ‘human resource’ practice of performance appraisal as a means to achieve clarity in role-expectations, and role-identification and role-adherence; and to work out a system for objectively rank-ordering prison functionaries for the purposes of various monetary and non-monetary rewards / awards at the departmental, state and national levels. IIDM has designed the appropriate tools to collect the data to meet the objectives. The data were collected by IIDM from the State Directorate of Prisons, Central Jails, District Jails, Special Jails and from Sub Jails of 16 states & 2 Union Territories. The training need assessment was done for the capacity building of various stake holders of the MP Tourism industry . A complete Problem diagnosis was done on the location and with authentic video and audio recordings of the issues being faced by both tourists and the stakeholders to Sensitize was used
Introduction to the best practices and the BCC interventions were done on the stakeholders .Like Auto rickshaw pullers ,Taxi drivers, Kuli ,Regular shops associations. The training contents and then pedagogy was designed. Training was imparted accordingly to various tourist places in accordance with their tourism importance. Like sensitize about the national and international tourist perceptions. During the training the police personnel were trained on the importance and do’s and don’ts of Body Language, Facial Gesture and the basics of hygiene, health and sanitation in the city.
The training also tried to equip them with some basic English words to interact with different genre of tourists also by brainstorming on the best alternative ways to communicate with limited language exposure. The initiative Achieving ‘Total Financial Inclusion’ in west Tripura district through e-ROR has achieved 100% coverage of all families with CBS accounts, opening of common service centres (MSB) 2 ATMs and 20 USBs in entire district, seeding of accounts in the e-ROR and maintenance of data base, GIS based mapping for opening of new branches, rolling out of electronic fund Management system, Doorstep service Delivery, linking of benefits like payment under MNREGS, IAY, NSAP, NBA, JSY and ISSK etc., availing of the credit facilities in priority sectors and a suitable platform to achieve objective of PM JDY.

89. Evaluation of Grant-in-Aid to State Tribal Development Cooperative Cooperation (STDCCs) under Ministry of Tribal Affairs


The objectives of the study were:

  • To ascertain whether the scheme Grants-in-aid to State Tribal Development Cooperative Cooperation (STDCCs) etc. for MFP operations had practical bearing for improving socio-economic conditions of scheduled tribes and how far the scheme had succeeded in attaining the goal of development of MFP market and how the benefits accrued to the target beneficiaries i.e. the tribal population of the country.
  • To assess the impact of the scheme in ameliorating the socio economic conditions of the tribals and other positive effects. State/UT wise data and statistics are also to be obtained to make comparison of the implementation in different State/UTs and specific comments about success/failures.
  • To assess the effectiveness of the strategy and actual implementation of the action plan adopted by STDCCs/states during the Five year plan period.
  • To trace the gap between the sanction and release for the scheme by the Ministry of Tribal Affairs and release of funds to STDCCs/States.
  • To study the methodology applied for the implementation of the scheme, involvement of people from various cross sections of the society for the success of the scheme with identification of target beneficiaries. To assess the causes of delay between the release of funds and actual utilization, if any.
  • To ascertain the outcome of training programmes/workshops etc. if any, conducted by STDCCs/State and implementation of finding/recommendation/decisions in the matters of vocational training , skill up gradation , capacity building of the MFP gatherers and identify most appropriate methods in such matters. To ascertain the effectiveness in providing policy inputs to the Ministry as well as State Welfare Department for successful implementation of the scheme.
  • To meet these objectives IIDM carried out research & evaluation in 3 sampled states Rajasthan MP & Tripura.

The research tools were developed & data were captured & analysed. The recommendation were provided top MOTA & these were helpful in developing the future strategy for grant in aid to STDCCs.

91. Evaluation of Skill Development Programme to Impart Vocational Training to tribal youth of Gadchiroli, Maharashtra


The Development of Administrative Reforms, MoP&PG, GOI offers Prime Ministers award each year for innovations in Governance. This intervention was one of them.
The skill development programme to impart vocational training to tribal youth Gadchiroli, Maharashtra was initiated on the guidelines of Prime Minister’s counsel for skill development. The programme has shown promising success in terms of numbers of candidates joining the programme as well as placements (88% of the trained persons). Higher grass roots coverage through counsellors has been achieved.

92. Establishing Health Education Facilities in Bicchiya Block of Mandla


The IIDM first carried out formative research for health seeking behaviour among the tribals in Bichhiya block before establishing the secondary level health care facilities. This project was sponsored by DANIDA. The DANIDA supported Integrated Live Stock Development Project (ILDP) for Dept. of Veterinary and Animal Husbandry, GoMP and Chhattisgarh at Bastar. The project aimed its intervention for upgrading the skills of the required tribal community for the development of live stock at Bastar. 94. Evaluating the level of Skill Adoption for Training on Agriculture subjects (MAPWA Project).


DANIDA under its MAPWA project imparted training on use of low cost technology in forming sector through farm women. This study has been sponsored by DANIDA, MP (Danish Embassy). The DANIDA has supported agricultural skill up-gradation intervention in 9 districts of MP by Dept. of Agriculture Govt. of MP using low cost technology.. In six of the districts the interventions had been initiated for more than a year at the time of evaluation. The Dept. of Agriculture & DANIDA wished to evaluate the level of adoption of technical skills and the gaps in approach. The focus has been on the qualitative research tools for data collection. The report has been submitted to the client and it was very well appreciated. (Year 2001)

95. Evaluation of Using MNREGA Platform for Sustainable Assets Development in Mandla, MP an innovative approach in district governance.


After several thought processes and discussions it was decided that under the current scheme, raising boundaries (med bandhan) on agricultural lands was found a viable solution to hold water resulting into containment of ground water for a longer time in the fields. This reduced the requirement of irrigation & increasing yields in the agricultural fields. At the same time it also generated employment for the rural community. We were hired to evalute the scheme

1) Assessing the soco-economic benefits of “Medh –Bandan” on the people of Mandla.
2) Assessing the inefficiencies of the current scheme.
3) Documenting the detailed process and steps involved in the current scheme.

96. Evaluation of Public Superintendence & Community Empowerment approach for Effective Control & Supervision of School Management in Mandla.


It was a public monitoring & public control system adopted for improved governance of school education. The district administration thought it better to involve the community &facilitated their system of monitoring. The system also took advantage of modern communication tools by recording the communication by deploying a dedicated clerk for the job at the district level. There after fixing the responsibility to solve the problem we were asked to evalute thease interventions.
This study aimed at:
• Assessing the outcomes of the current scheme on the educational institutions, teachers and last but not the least on the students.
• Assessing the ease in monitoring the teachers of the concerned educational institutes by the current scheme.
• Documenting the detailed process and steps involved in the current monitoring system.
• To gauge the strengths and weaknesses of the system and suggest modifications in the monitoring system.

97. A study of evaluating handling of the community grievances using camp approach in district governance in Mandla


The “Samasya Nivaran Shivir” are organised at the Panchayat and the Janpad level. In earlier process these were held at district level. The impact of decentralised approach with effective planning was assessed by IIDM.As all the efforts are made to solve the problems at these shivirs even then they were unable to solve the problems of the people from the villages. The administration in Mandla noticed the following shortcomings in the welfare scheme:
a- The needy person, for whom the camps were organized, did not reach the camp.
b- The camps were limited to the dominating/ influential persons only.
c- The service providers were not taking any initiative after the implementation of the scheme.
This intervention was focused on Community Empowerment and Transparency Measures in the state proceedings

This study aimed at:
1. To ascertain the level of satisfaction among the community about these interventions.
2. To assess the improvement in the availability of the services of the schemes.
3. To identify strengths & weaknesses of the intervention vis-à-vis earlier status.

Of the 12 initiatives five initiatives i.e. CROPSAP Maharashtra, KVK, Gujarat, SAKALA Karnataka, LADO Abhiyan M.P. and Rationalisation of Affidavits Punjab were the initiatives covering whole states whereas Save the Girl Child, Tamil Nadu, Emotional Drive Campaign Gujarat, Skill Development Programme Gadchiroli, Maharashtra.
The study has been conducted in the following steps:

  • Desk Research and study of secondary sources:- Collection of documents related with selected 12 Innovative governance Initiatives. Preparation of list of documents available with DARPG, GADs of states where Intervention have been done. Review of reports of the evaluations of interventions by the different agencies and states.

107. Governance Contextual Analysis for Mahadalit Women in Health Sector in Bihar


The objective of the research was to carry out a GCA in one state (Bihar), of one sector (Health), with a focus on one sub-population (SC/Dalit). The study intended to explore the situation and identify the forces which either support or inhibit healthy living of Dalit and Mahadalit women by conducting a study based on collation of secondary data and conducting qualitative research. This assessment cum scoping study addressed the following purposes:

  • To understand the situation of Dalit and Mahadalit women of Bihar.
  • To explore structure, institutions and stake holders affect healthy living of Dalit women in Bihar.
  • To visualize strategy for better living condition of Dalit women in Bihar.

The institute carried out a scientific study and had assessed relevant information of the various services being sought by the citizens of Bhopal. The data was collected form 12 wards, religious/tourist places & from the services providers also. 111. Evaluation of Kerosine Distribution Scheme by Community involvement & enhanced transparancy in public distribution system as innovative approach in district governance in Mandla.


The Department Food & Civil Supplies in the District of Mandla was receiving complaints from the community that they are not getting kerosene at the FPS. They do not get the kerosene even as per their assigned quota. The situation analysis was carried out by collector Mandla. .To eradicate the black marketing is a tough job & it involved total re-engineering the process of distribution of kerosene. The collector Mandla adopted very simple community empowerment & transparency model to reduce the black marketing of kerosene in the district.

IIDM assessed the impact of the modified system & ascertained to what extent the distribution to the beneficiaries could be improved. What is the level of satisfaction. IIDM will also try to assess the feasibility of its replication in other districts in the country. Of the New scheme which aims at :Modified Distribution Process:

O. CSR Interventions Planning & Audit

114. JAAGO JAAGO Jug-Jug-JIYO Campaign for Water Conservation (Community Mobilization - A CSR Programme of BP)


This was a CSR Intervention of British Petroleum for rural development.
This intervention project was to mobilize the community to identify the burning issues in the area & then solve the problems themselves. The people in the project area were suffering from drought for last 3 years resulting into water table being as low as 300 meters. They identified the water harvesting & water conservation as their major problem. The project was sponsored by British Petroleum ( CRB Castrol) under the guidance of Ogilvy & Mather mumbai. The interventions were made to mobilize the community by adopting MWK model of IIDM. Our Behaviour change communication strategy was tested at these villages.
For this the situation analysis of the community in 40 villages of District Ujjain about the KAP for need of water conservation was carried out by using participatory research methods such as PRA, role plays, chapatti diagram etc. OD interventions by using process consultation, confrontation, problem solving approaches were used for Another idea was to develop the reinforcing communication for the product with out going for direct advertisement. We developed the campaign for water conservation through local folk media. In these campaigns the CRB Castrol Sign Boards were in the background indirectly reinforcing the product demand. The Panchayati Raj Institutions were also empowered in these issues as for each major activity their permission was ensured. The total budget was Rs. 5,50,000/- This has made the local community to take over the maintenance of water & sanitation infrastructure in the village developed by themselves..
The community mobilization & empowerment were the major objectives which was achieved by involving the community in problem identification & deriving their solutions jointly.

115. Media Campaign :Corporate Social Responsibility Interventions of Hindustan Uniliver for Swasthya Bharat Abhiyan by creating awareness among the women & children against malnutrition in rural India.


IIDM was retained by Hindustan Unilever Ltd., Mumbai as a Nodal Agency to create awareness about the importance of nutrition among the community in MP & Chhattisgarh, initially for its Swasthya Bharat Abhiyan. Later on the same project was planned to be expanded to the other states also. For situation analysis the data collection was done throughout the state by connecting with the local NGOs in each state. The communication interventions were designed by Ogilvy & Mather, Mumbai, by incorporating inputs of BCC from us. The capacity building interventions and M&E for the partner NGOs at the district level was done by IIDM. The assessment of Knowledge, Attitude and Practices (KAP) about nutrition behaviour among lactating mothers, pregnant women, adolescent girls and children were done and in accordance with it the awareness programme were designed by us.

117. Conducting Baseline of Project “Access to Renewable Energy for Strengthening Forest-Based Livelihoods”


Oxfam India had launched a project ‘Access to Renewable Energy for Strengthening Forest-based Livelihoods in Odisha and Chhattisgarh, India’ Oxfam India, aimed to explain the conundrum of access to energy and poverty prevalent among the forest dependent communities in the target states. Accordingly, the prime objective of this project was to map the various livelihood options, not limited to subsistence agriculture, pursued by the communities and to understand if access to energy could enhance productivity or could add value to the produce.
The objectives of this initiative were:

  • Establish baseline values and current status of the project goal and outcome indicators
  • Develop specific, actionable and practical recommendations to guide refining of project objectives and setting of targets, if necessary
  • To identify socio-economic and contextual factors that influence on access to natural resources, access to energy for cooking, lighting and livelihoods, access of communities to government schemes on renewable energy.

The study was based on observation, indepth interviews, case studies & FGDs. It was very difficult to identify the doers & non-doers to ascertain barriers& the enablers. Therefore rapport building in the sampled clusters was the challenging job. After that our team conducted behaviour survey of 50-60 persons, evaluated their responses & categorised them in three categories as high medium & low adoters. THe high scorers were treated as doers &thew lowest ones as non doers. The indepthinterviews of doers &nonb Doers were conducted. Service providers (FLWs) were also interviewed. Project Name & Client :Watershed Development for Milli Watershed. Description :Rajiv Gandhi Watershed Development Mission sponsored this project. In the milli water-shed at Harda there were 8 micro watersheds. It was a large project aimed at water & soil conservation to increase the agricultural productivity. The community was to be mobilized to participate in these interventions. 5% of the budget was spent for creating awareness & community mobilization. This intervention project was to mobilize the community to identify the burning issues in the area & then solve the problems themselves. The people in the project area were suffering from drought for last 3 years resulting into water table being as low as 300 meters. They identified the water harvesting & water conservation as their major problem. The project was sponsored by British Petroleum ( CRB Castrol) in the guidance of Ogilvy & Mather Bombay. The interventions were made to mobilize the community by adopting MWK model of IIDM. Our Behaviour change communication strategy was tested at these villages.
For this the situation analysis of the community in 40 villages of District Ujjain about the KAP for need of water conservation was carried out by using participatory research methods such as PRA, role plays, chapatti diagram etc. OD interventions by using process consultation, confrontation, problem solving approaches were used for Another idea was to develop the reinforcing communication for the product with out going for direct advertisement. We developed the campaign for water conservation through local folk media. In these campaigns the CRB Castrol Sign Boards were in the background indirectly reinforcing the product demand. The Panchayati Raj Institutions were also empowered in these issues as for each major activity their permission was ensured. The total budget was Rs. 5,50,000/- This has made the local community to take over the maintenance of water & sanitation infrastructure in the village developed by themselves..
